We usually do not start a project unless we know exactly what we build and WHY (If my work succeeded). My team members get a fully design description before the planing to understand the tasks and estimate time for the planing. When developers pick a task to work on they usually go after design description that contains Design Criteria and users expectations. That way they also know why they built something.
