I might miss something here, but shouldn't UX happen much earlier? Shouldn't the 'Product Backlog' support the 'Sprint Backlog' and the 'Sprint Planing' in Scrum? Of course it takes some work to get stakeholder, design team and developers on same page but seems very important to me.

We usually do not start a project unless we know exactly what we build and WHY (If my work succeeded). My team members get a fully design description before the planing to understand the tasks and estimate time for the planing. When developers pick a task to work on they usually go after design description that contains Design Criteria and users expectations. That way they also know why they built something.
